Datuk James Ligunjang…The proposal to limit the Chief Minister’s tenure to two terms transcends political affiliations.
KOTA KINABALU : – Datuk James Ligunjang wholeheartedly support the initiative by the Gabungan Rakyat Sabah (GRS) State Government to amend the constitution to limit the tenure of the Chief Minister to two consecutive terms.
The former Petagas Assemblyman said the reform is both timely and vital for safeguarding Sabah’s democratic integrity and ensuring sustainable governance.
“Sabah is a state of immense promise—rich in culture, resources, and resilient people,” he said in a statement today.
“However, our political landscape has historically been marred by instability, factionalism, and the over-concentration of executive power. Implementing a two-term limit represents a decisive step toward breaking these cycles, fostering accountability, and cultivating a leadership culture grounded in transparency and renewal.”
Ligunjang said this amendment holds particular significance for Sabah for the following reasons:
*1. Leadership Renewal*
Limiting tenure ensures that leadership remains dynamic and receptive to new ideas. It encourages the emergence of fresh perspectives, energizes political discourse, and ensures that merit and dedication, rather than longevity, define successful leadership.
*2. Checks and Balances*
Extended concentration of power can undermine institutional integrity and democratic principles. A term limit acts as a safeguard against authoritarian tendencies and affirms that no individual is indispensable.
*3. Governance with Integrity*
Aligned with GRS’s reform agendas such as *Sabah United* and *Sabah Forward*, this amendment underscores our commitment to clean governance and public trust. It demonstrates Sabah’s readiness to set an example in Malaysia’s broader democratic development.
*4. Empowering the People*
This reform does not diminish the voice of the electorate; rather, it enhances it. Regular leadership transitions strengthen voters’ role in shaping the future of our state.
*5. Global Best Practice*
Many successful democracies worldwide have imposed term limits on their leaders.
Adopting this principle positions Sabah alongside progressive jurisdictions prioritizing institutional resilience and democratic maturity over individual dominance.
*A Call for Unity Across Political Lines*
This is not a partisan issue—it is a matter of principle. The proposal to limit the Chief Minister’s tenure to two terms transcends political affiliations.
It embodies our collective commitment to democratic renewal and institutional integrity.
“I urge all political parties in Sabah, whether in government or opposition, to rise above short-term considerations and support this vital amendment in the best interest of our people. “
“Let us demonstrate that Sabah’s leaders, regardless of party, can unite to strengthen our democratic foundations and build a future rooted in fairness, accountability, and shared progress,” he said.
Leadership is a privilege, not a lifetime possession.
He added that by instituting a two-term limit, it reaffirm that public office must serve as a platform for growth and service, not permanence.
“Together, let us build a Sabah where leadership is earned, refreshed, and always committed to the people’s welfare,” Ligunjang said.
